The quote was originally said by Might Guy when he joined the fight against Kisame and Itachi who tried to kidnap Naruto in chapter 143.

The reason why I'm not sure if it's a meme or not is because the English translation translated that line differently.

Guy's line became 'So that is Itachi.

'Pound the rice cake is actually a slang for 'to have sex'.

So I'm not sure if this was censorship in the English translation, or Koreans purposely replaced the original line with this quote, just for meme purposes.
