" Ronan’s voice was barely above a whisper.

" Damian’s smile widened, he took note of the form of address being used, but he couldn’t be bothered by it at the moment.

"I’m saying that power exists wherever people believe it exists.

Right now, people believe the Federation government has power because it’s always been that way, because they have official titles and buildings and uniforms.

But what happens when an alternative system proves it can govern better, protect better, serve better than the official system ever could?
