Of course, this would be a very large budget. The money spent on establishing a surveillance agency would definitely be more than the money spent on building the secret base. However, it is also a very worthwhile thing. Patrol members will inevitably make all sorts of mistakes during their patrols. These mistakes are no joke. Anything can cause a city to fall. Don't think this is a joke. If a sound patrol system is established, then this matter will not need to be worried about so much.
With a well-established patrol system, it is absolutely possible to predict enemies outside the city and even make immediate judgments. This is an extremely important capability for human society. Of course, the investment involved is also considerable. If you let one or two cities undertake this task alone, it is unlikely that this will ever happen. If everything were equal, then there would be no such things in this society. So in this situation, no matter what these people think, you can only helplessly accept this society.
